Flirting with strangers is way harder to do and needs a lot more wit, confidence and charisma than just holding a conversation with people.

Literally all you have to do for the latter is get educated and have knowledge of many different topics, be an attentive listener, be open minded, genuinely care about what people have to say, ask them open ended questions about what they're talking about, and have a basic sense for reading the room and mood so that you can either match their energy/demeanor or know when to change to another topic seamlessly. You can easily learn this stuff by working or volunteering in any profession that involves helping people.

If you have the confidence and charisma to flirt with strangers easily, you either already know how to talk to people normally very well, or have the capability of picking up those skills really fast. And you will find that most people who can/do flirt easily are also typically the most socially adept (or attractive) people in the room.
