In the comments, people confirmed she still exists in the Switch DLC version, but complaints regarding the performance in the console still keep going.
Not siding with Michael, but Disgaea 6 is the worst one they ever released.

Kinda the nothingburger, but it's still interesting to see she got excluded from even the most discreet partnerships.

NTA but yes it is. You just don't understand how this works. Cover owns Rushia the character and all the associated rights, just like the other anon said. The person behind Rushia is just a voice actor and doesn't own anything in regards to Rushia.
For example, does Mayumi Tanaka own the character Luffy and all associated rights because she voices Luffy? She doesn't
