Because we know where VODs typically end up in Hololive, depending on the talents themselves and the viewership they get, when I say “overperform” I mean literally, no matter how bad a Gura vod is, it overperforms because there’s no single Holo in the history of Holos who can hit her vod numbers relative to her ccv. It's a surprisingly robust system, because downvoted comments are just displayed as "downvoted" and don't get pushed downwards or hidden, so there's no censorship.
But it's also anonymous, so you can samefag to your heart's content and shitpost without any issues.
The upvote system also allows you to gauge the general IQ of a thread, i.e. if people upvote an obvious samefag, the thread is retarded.
With some tweaking (only actual posters should be able to upvote/downvote) this could honestly be a fun feature for this very site.

300k is on par for her average stream, he just mentioning how PW got 300k in just 3 hours which is what making it overperforming. By the end of the week I could see this video reaching around 400~450k which is great for a non special event.
