Streams usually incline while they're on because they keep getting more viewers. Imagine that there is a waiting room with 10k viewers and 30% of them are culled, but 10k new viewers enter in the stream. The cull is still on but you'll see the stream incline up to 14k anyway.
Since there was a lot of overlap, instead of getting a lot of new viewers, just a few tuned in so it was just the original viewers + a few that got in so the ccv peak didn't reach the waiting room because the amount of the new viewers couldn't make up for the culled one.
