Combination of factors are in Kobo's favor. For starters the HoloFes buff put a lot of eyes on all of ID. That combined with the debut buff it gave ID3 the strongest start for an ID gen.

Specifically regarding Kobo however I would say she blew up specifically because she's essentially ID's first gaki/kusogaki chuuba. Gaki chuubas are unironically buffs in themselves as both Gura and Laplus has shown. The closest thing ID had for one was Anya who didn't capitalize on her looks at all.
