My opinion about this move?
I think it's a lost cause.
If they're trying to catch up with nijien males, they already lost the race especially considering niji had this plan going on for a while already.
If they're trying to do something "different" with HoloEN (and by different I mean to try to replicate what nijien did), they already lost the race too. Suddenly throwing males in the mix will only enable overlappers to actually jump the fence. While holofans usually don't bother watching something else, a considerable portion of them do overlap with other groups. And yeah, if you wanna see girls interacting with dudes like many westerners want (or doesn't bother to), the grass will definitely be greener over there.
I'd rather focus on the girls instead, maybe try to see what they could do to get EN closer to the "JP formula". Or maybe you know, they're only doing what they're doing because maybe, just maybe, it's impossible to do this with EN.

In most ways I agree that it's a lost cause but it probably isn't very risky for Cover regardless. At the very least they're assured to out perform JP Stars bar Roberu, even if that only means 1k CCV on a good day, so they'll recoup the investment quickly. They'll undoubtably recoup their money quickly.

The only real concern is that the girls make less money due to the presence of guys and the guys don't make enough to make up the difference, but at that point they can mandate a collab ban and make money on each separately.

People are largely thinking in terms of how this will affect the content, or in terms of how this competes with Nijisanji, but the truth is that their goal is probably just to make money.
