Most smaller companies nowadays have buyback system for models, according to a few anecdotal stories. A vtuber model and rig is worthless without the personality behind it (look how it backfires when they tried to swap out Kizuna Ai's talent). It lets the company recoup the costs, and it's not company ownership helps much with talent retention; an unhappy vtuber would just stop vtubing instead, or else be pretty shitty at being an entertainer.

It's only control-freak companies like Hololive which has a tight grip on talents behind the scenes (and the profit margins to absorb losses from simply abandoning models) that would rather have a model be lost rather than recoup costs.

I don't think there are any Cover-like companies operating on Twitch, though. As in, companies that give you a model and own it. Most girls own their models (and at least in vshojo's case have to pay for new shit out of their own pocket).
The existing fanbase is definitely one of the biggest draws but that only matters if you are a 2view. Using Saruei as an example, her numbers are similar or even better than like half of vshojo. I think part of the issue was the context of being an asshole. On streams she's usually an asshole to rulebreakers or people being mean, people that went to her stream uninvited. In the screenshots she was being an asshole to people she either solicited things from (requesting fan art) or ask things from (like reaching out to ask someone to be her video editor).
It seems a lot worse to be an asshole to someone saying something unsolicited, versus being an asshole to people that you're ask things from. But that's just my personal opinion.

That is a reasonable conclusion to come to when you have a general idea of the situation, but I think having more of the context changes things, like how she had applications open for a video editor and the guy approached her wanting the position despite not meeting all of the qualifications she had listed. And with Saruei being an artist herself (drawing all of her own artwork for her stream and fansly) and being as serious about her passions as she is, it's no surprise that she'd be critical of any piece of artwork, let alone art that was submitted as part of a contest with a cash prize.
