Like others have said Robesan is really charismatic and a really good talker nad host too, dude can make pretty much any zatsu entertaining and make his guests feel at ease and comfortable without much issue even if it's their first time talking.
Plus he also is willing to get his name out there and network like crazy (something the other Stars either have problems with or simply lack the drive or interest to even try) which, combined with his high charisma, means he can get a lot of new eyes interested in him pretty easily.
His only real weak point is his singing, but even then he finds ways to make it entertaining and fun to listen to even if he isn't the greatest, like making up songs basically on the fly (it really is like going at the karaoke with your friends and mess around).

My best guess is that they're trying to distance them even more from Hololive as them being sibling groups didn't work out before, that's why the two new groups "Uproar" and "HoloEN males" don't have Holostars or are treated as something different than Holostars

Holostars has been stagnant for almost 2 years already, trying to pump new blood into it might not work out and if anything it might bother people who were already used to how things have been for the longest times.
