Thinking about it rationally, it makes sense. If unpersoning is bog-standard, then they may just see it as something that's expected. But more than that, why would they try to bring any undue attention and subsequent heat onto themselves? Rushia getting deleted because she did something wrong would probably go exactly like it's going right now - with nobody complaining because that's what's expected. Of course 'something wrong' is subjective and tied to the value judgments of the people involved. Based on this, it's probably not allowed in the archive. According to the precedent set by the Pekofag case, characters which substantially replicate the appearance and personality of a chuuba, but are not biologically that chuuba, are not considered to be chuubas, and are thus OC.
Note that the Lamy Transformation case also established the precedent that present biological equivalence is sufficient, even if the character in question is not the original chuuba.
What does this mean for your story? Mental Morification of an arbitrary female is insufficient to meet the biological equivalence requirement. As such, your story falls under the Pekofag precedent, and would need to be excluded, unless you in some way incorporate a real chuuba elsewhere.

Well I read it, and have a couple of observations. I'll leave it in spoiler text since it's not strictly thread related.
First off, wow that main character is straight up just an off brand Mori huh. It's not bad but damn does being in this fandom mean it's kind of really obvious who that's based off of. Don't get me wrong, there is enough there to distinguish her from Mori but the similar character type did throw me for a spin.
As for the mind control, I dunno it feels kind of 'tell' rather than show. With the dialogue doing all of the work, with the dialogue not even being that spicy. It kind of also feels like it doesn't really have much of an 'arc' as it were with the things just happening, and the thing happening just being mediocre mind control dialogue. I guess someone being really into the fetish would like it but it really feels mediocre.
Apologies for being a bit harsh there but I'm also writing a mind control fic and the mediocrity of this is kind of making me think about how I can maintain tension even with a mind control as a central part of the plot.

The issue I always find with 'girls just look like that outside of streams' stuff - or rather, things outside of it - is the thought of...well, what would they look like? They'd all look like pretty standard JP women. Most fics sort of exist in some sort of fantasy alternate universe where beast women exist so there's an excuse for them to look like that. But then beyond that, I guess you need to think about what Vtubing is? Are they just streaming idols in universe? They'd be easy to pick out of a crowd if they were ever in public and not incognito.

I dunno how you'd do a fic that still has all the defining visual characteristics that's meant to be set in the real world where they're just virtual youtubers behind avatars that isn't just black-haired JP women, which pushes into Roommate stuff. I mean I was just using that as the example for the thread's default setting since, let's be honest here it lets you get to the bits both you and the audience want to see with minimal worldbuilding necessary, as well as dodging having to do roommate shit so you can keep it purely as a chuuba fic.
In theory if you're going to go for a more "realistic" vtuber fic you would have to integrate the double life/identity thing as a narrative tool for comparing and contrasting the sides of the character (obviously with their roommate being made up/fake) but... that kind of strays from the 'ideal' as it were since it's going from chuuba fanfiction to fiction about vtubers thing that's mentioned up thread.
I guess if you wanted to do something that integrates the 'avatar' aspect the easiest way would honestly be something like that holoreality image/aqua book but in a different direction, the 'girl' looks similar to their avatar and is a standard japanese woman with normal features that the 'avatar' distort/reflects. Let's you keep their offline actions as still them and not THEM, while also still keeping key traits about them still the same. i.e. Aqua would still have a small body with large titties, but looks like a normal dark haired girl outside of that.
Another way might be going the 'they're cosplay streamers in universe' and effectively it's like that NGO game but this time (You) aren't just their tulpa.
Other than that I can't really think of any other way to have a 'realistic' setting equivalent to our Ol'reliable "New Cover Employee, Japan, They Just look like that"

I know an uncomfortably large amount of Nasu lore but I have no ambition to write anything that large. Ultimately Nasu's one-two punch is to heavily establish and reiterate a concrete rule of the setting, and then 20 hours later, break the rule in some way for effect.
