22/7 are LITERAL idols and some vtubers are trying very hard not to be idols.
But 95% of them are somewhere in between. Niji-not idols-sanji will sing and dance on stage and release idol songs. And even the less idol-like will use idol terms like Oshi, have a oshi mark, fandom name and a personality type. But appart from the rare 22/7 case none of them are actual idols, not even hololive.
