That's because they tried to subvert the expectations that they might be like Luxiem, even though there was nothing wrong their colleagues to warrant that standoffish behavior, so fans of Luxiem are going to feel like their tastes are being disrespected by the new kids on the block.
Throw in the significantly edgier concepts, unnecessary drama of problematic hires (very public controversy in their past life, putting a woman in a male role) what you're left with is a very unwelcoming group with the permanent identity of being "the second child." Vox is the most popular member because he's all about including and embracing his fans, Noctyx is actively against that. Imagine being a Noctyx fan, closely following them means dealing with the same shit every day ("My pronouns are he" "Vox and I are friends it's all a show") and then having a tired and worn out psuedo-aggressive banter between the male gens rather than just friends hanging out naturally like Millie and Enna, then constant alienating statements of "we're not willing to be your friends, just watch our content dumb dumb." Even if you don't buy into parasocial relationships, alienating statements are universal and aren't attractive from an entertainer. It's like a kid's show host saying "I'm not your dad" at the start of each episode.

Why not just stick with the people who got it right out of the gate?

Trend setter vs Trend follower. Luxiem set a trend for high quality male vtubers and gobbled up the lion's share of that market. Now Noctyx has nothing to latch onto because everyone is focused on Luxiem.

Same can be said for Myth vs Council. Myth set the trend for high quality female english vtubers. Council followed LONG after it'd stopped being the new hotness and their numbers show.

Edgier concepts: Design-wise Noctyx they all look like part of a fantasy paintball league and generally more sharper lining (literally edgy). In terms of kayfabe they're all urban-fantasy rather than luxiem's mostly mystical appeal, shouldn't have to explain why fantasy concepts are less edgy than realism.
Agreed about ignoring past lives, but if the past life has something too negative about it, it's impossible to ignore that attention. Vox and Ike at least have plausible deniability, Sonny self-admitted what they did.
I'm not saying Yugo can't succeed, but it doesn't change the fact their mere existence is a controversy and will be a permanent part of the fandom's identity. Growth doesn't prove it still isn't alienating.

The lack of knock-on subscribers from Luxiem is what stands out to me too. Luxiem should still have a relatively active viewership since it's not been long since their debut, it's not like council where a year of fans dropped off from keeping up to date with Myth. Not to mention this is supposed to be an untapped market who would be new and excited for more additions, it wouldn't feel saturated like when the 3rd gen of Niji girls got announced. That says to me that whatever was appealing about Luxiem isn't there in the fan's eyes for Noctyx and existing Niji fans can tell that aside from the song talents, this wave is being too offputting.

IRyS popularity goes against that grain though and she was hit with the worst model in all of Hololive and Niji. I just think Council is weak generation. Terrible buildup, concepts weren't cute or appealing and none of them had a standout talent to show on debut. They didn't really deliver on their marketing either:

I get that the chat engagement is why some people go for her ASMR though, so I'd prefer if she just had an occasional no talking series and an onomatopoeia focus series where she focuses on trigger noises and only loosely addresses chat (like asking if it feels comfy).

Personally I think she'd stand out more if she took a few notes from Noel, Haachama's, maybe Choco's ASMR too, there is nobody in the EN ASMR communities that come close to simulating what they do and is an untapped area. She has a free pass to go more all out with it since she's associated and compared to them, but I get if that's outside her comfort zone. Still, it wouldn't distinguish her much from Lamy even if she nailed her flaws without throwing something else into the mix.
