Mori's problem is that she's really-really-really bad at performing (not music specifically, just performing in general). She's the antithesis of someone who should be entertaining (or teaching) groups of people with streaming.
If you're not good at performance, you act naturally, without any quirks. Just look at Ina, she's really good at "being herself", and she knows her limits. Sure, she's kinda stiff and you don't get big reactions out of her, but she doesn't feel fake. On the other side, you have natural performers, with Gura being the most outstanding one. She's a natural entertainer, you can put her in any situation and she'll make enough great moments for clippers to live off that for a month.
Mori doesn't have any of that charisma, but she also wants to put on a show. The result is cringy as all hell, and always the same - either she's a "tough rapper bitch from early 2000s" or "grade school teacher who sees children like pets". When Mori acts natural, in a non-Hololive context, she's a completely different person - far more relaxed and emotional. We rarely get that in her actual streams, maybe sometimes when she marathons Jump King and drops her guard.
