They slowed down the "accelerate" meme in JP for a reason, there gets a point where releasing new waves no longer pulls in new viewers and just starts to cannibalize your own. The idea that one hitting it big will benefit everyone never really worked out, at best it helps those who are frequently tied to that person, but not anyone else. There's been many Nijis who hit it big, but there's also many who are just steps above being a 2view.
Also I think with Luxiem, they've really dried out the well of large untapped markets. The general western fanbase is already spread out between Hololive, Nijisanji, VShoujo+, and a few large indies.
