On the scenario that he reveals it, first there's the possibility that it's a false information, which could be easily denied by Cover and sue him back for defamation, ending up in his loss. This is also the reason he said that he doesn't have the evidence for this supposed 'bullying' business and refrained on talking much about it.
Then, on the scenario that it's real and he reveals it, it will count as leaking of classified information, and he's definitely aware on how much in lawsuits it could cost him. He doesn't have a personal vendetta against Cover either, so this move makes little sense to do.
