I just think that "Resources" would be a stat there. There's also no reason why people wouldn't be able to specify things more concretely - for example, a small army that specializes in jungle warfare would fare well in a jungle even against much, much "stronger" armies that are well-rounded. Likewise, people would be able to specify what resources they have, and naturally the more valuable/rarer resources would just be mined in smaller amounts.

Sakuran has a volcano area on the western side of the continent. I made this with paint but I'm a bit hetakuso at drawing to I'd like to see it added in properly. The volcano itself isn't that tall, ~1600m, but because it's a shield volcano, it has smoother slopes that span a fair distance before getting to near sea level. Climate. If your country is freezing cold, then you can't grow cotton, so unless your country has easy trade access to cheap cotton, then chances are cotton clothing will be reserved for upper class trends.
If that's too hard though, you could just look at the materials your real world cultural analogue would be.

As a counter-point, one of the debates /∞/ was having over how to proceed with this technological gap was what would happen if another country managed to steal one of their boats. The original solution was to make everything magic infused so it wouldn't work if non-kronies used them. This was struck down because it was considered to extreme.

As a fun fact, there are a few theories on why technological development was so unequal around the world, there's the hegemon versus competition argument that states: Geopolitical entities often had to choose to push through reform and advancement at the cost of their own stability because they ran the fear of being outcompeted by nearby states, so for example France could never isolate itself or they would be destroyed by their opponents, so they simply had to push for better weapons and thinking even at the cost of their own stability. On the other hand you had the Qing, who were living through the most peaceful period in their history (until the british arrived) because they had complete hegemon over all their neighbours, this meant that they had no real reason to push forth new technological development (until the british arrived).

I must mention that it IS just one of many theories, one that relates to the "Red Queen's Race" concept of interstate anarchy. So do remember that there are cases that also fit as exceptions.
