There is no preference in sub gifting I think. Basically as long as you're a follower, or even just recently have seen a stream or a vod you can be gifted a sub (but I think you can disable getting gifted a sub from channels you don't follow).
I think Twitch does this so that infrequent viewers that get gifted a sub will have more incentive to return to a channel since they got subbed to them.

There could maybe be some preference and they may weight probabilities differently but yeah you could even get gifted if you haven't even followed under certain circumstances.
People can also directly gift to a certain person as well too, so maybe an oiler decides to gift to a chatter they've seen frequently. That can also explain a lot of thank yous happening.

A lot of people don't consider shows like Naruto or DBZ that aired on cable to be the same as something like Black Butler or The Tatami Galaxy. You tell someone back then you loved DBZ it was no big deal, but pick any other non-shonen show and you were probably called weirdo, especially if you watched it subbed and online. Anime's "true" foray into the mainstream started in around the early 2010s with shows like AoT and MHA.
