I think the way Twitch makes random gifted subs work is that it can basically be anyone that follows you or has recently watched a stream or vod of yours (without even following them). The reason for this is likely that it would incentivize some viewers who don't view a channel that frequently to come back more often if they have gotten subbed.
You can disable receiving gifted subs from channels you don't follow. I don't think you can disable it in general though.
