Speaking from personal experience - Shion.
Pretty sure that my general understanding of the language improved a lot more from watching her streams for just a year, than it did from ~5 years of consuming all sorts of weeb-type content.
She generally has some rather clear pronounciation and it seems to me that, among the hololive girls at least (t. holofag), she likely talks in a way which sounds closest to how a 'normal Japanese girl' would talk.
The problem is that Shion has a very irregular and/or rare streaming schedule, so your best bet would be to go for her archives rather than actually trying to "actively" watch her...

Watch male vtubers if you don't wanna end up an effeminate faggot while speaking Japanese. Kaida in particular is great for enunciating clearly and having relatively simple vocabulary. Belmond, Hal, and Kanae are all decent options too. Whatever you do, don't try to use Kenmochi or Joe as study tools, they are both too advanced for that.

Someone you like. After watching Chigusa try soooo hard to speak English in collabs it was so endearing to me that it motives me to try too. She will just keep trying to read and say things no matter what and I admire that. Sometimes I like to put on Chigusa and see what I can understand and occasionally look things up but not auto translate anything. She is playing some mobile game right now and I'm not totally sure whats going on but I got some of it.
