The people who can break through the algorithm and continue growing when they're not streaming like Gura and Ayame are extremely rare. Almost everyone else streams as much as they can for a reason.
Channels that aren't focused on streaming can afford to upload once or twice a year because they maintain that pace for a long period of time which shows consistency. Taking a multi-year long break will kill your channel if the algorithm can't tell how frequently you upload.

Except Pomu has one of the highest CCV's in her branch and her viewers are extremely loyal relative to how little growth she has.
