In my estimation, Mori's bigger popularity is mostly coasting on two things.

For the normie masses: the novelty value of "whut, a big tiddy anime girl RAPPING? Haha, that's so wacky!" that drives most of the non-hardcore casual subs who just followed because they found one or two songs in their recs and were curious.
For the more dedicated "hardcore" deadbeats: they actually like her obnoxious autismo "ya boi dawg" wigger mannerisms ("le gap moe tomboy dork!" cope) because it is just the right mix of "relatable" and "desirable", as in she's mannish and "one of the bro's" enough that her dude fans can easily imagine themselves "chilling with her over some brewskis, playing fighting games", while also (that's where the doxxbeat part comes in, and they creamed themselves about how hot she was in older cherrypicked shots, well well well you don't hear so much about it now, huh...) imagine fucking her roommate, and for some nerds that's a powerful combination of tropes.

Also, in the case of 4ch itself, she got some initial goodwill from a little pandering and letting it show that she's "hip with the boards", whereas for example Kiara's PL was seen much more negatively (also helped with an actual campaign of dedicated antis against her) and she became the doomposting/shitposting target about how she's the weakest link and surely bring the downfall of Hololive etc. Needless to say, that hasn't materialized, and rather the opposite, her tenacity, consistency and appreciation for her fanbase/Hololive/streaming in general has earned her more respect over time.
She was never gonna be the most popular, she has too many debuff issues for that (some of her own making, some external factors), but she is at least improving, where some others are not.
