She was surprisingly good in Virtua fighter 5 in Yakuza, a real fighting game, and a pretty brutal one to just pick up as well. Not saying she was God like or anything but she showed she knew when to attack and when to block (sounds stupid but it's actually an important skill alot of new players lack), and very quickly learned to abuse the good shit her character did.

The Councilmale "host" stream is a perfect example of the problem. First, like you said, many girls are probably not exactly on board with the whole concept in the first place, which gets you a lot of lukewarm responses or outright rejections. Then you have the brilliant idea to hold it around valentines, where most girls will be busier with their solo streams instead. And lastly, again, too many people in the first place, those always take too long in advance to set up.
Kiara probably thought the idea sounded better in her head than it actually is in reality, and ran with it overexcitedly from the high of the Councilmale stream, but now that reality is setting in, she gets deflated about not everyone else sharing her enthusiasm, unfortunately she seems to take it personally the wrong idea from it, so not "this PARTICULAR idea kinda sucked actually" but "no one wants to collab with me in GENERAL, it's wasted effort to even try".

A lot of these problems could be avoided, if she rather just tried to set up smaller scale collabs with 1 or 2 people max at most. Much easier and quicker to organize, less complications and rejections. Not everything needs to always be some big fucking special event, hell just invite a girl to talk or some low-stakes activity like chilling in Minecraft or whatever, if you absolutely HAVE to be playing a game as a "reason" to be collabing at all

My guesses: Her time in Japan was also when she was just starting in Hololive, so everything was more fresh and exciting. As opposed to now when, I don't want to call it burnout because it's certainly not as bad, but you're definetly more used to things and kind of a routine settles in, as you realize more and more that all those Hololive girls you used to watch from afar and fangirl over are now your coworkers and a bit of the "magic" has gone away, now that you've been in the same company for long enough that you have also seen "how the sausage is made" actually.
This is most apparent in her handling of Pekora, for example. She still mentions her positively from time to time when it comes up (even if it's just a simple "see rabbit" -> "ha, pekopeko!") but she has noticeably calmed down from her previous highs. There's no need to make up rrats about something special happened behind the scenes that made her less interested, it's again probably just accustomization.

Also she knew her time in Japan was limited due to the visa-issue, that probably also gave some additional motivation to make the best of it and get more collabs done than she would've otherwise. Another issue is that many times, you see people collabing once and then not much again after, so it looks like the person is collabing less in general. But that's natural - in a first collab, you don't really know each other and how your chemistry will actually shake out, for example whether there's enough sustainable mutual interest to build a long-term connection that leads to further collabs. Remember for example she had even an offcollab with Matsuri? Yeah, nothing really much came of that after, I guess they both more or less had their fill and there wasn't really enough interest to pursue anything further. But that's okay, sometimes you don't hit off with people, and go separate ways no harm done, not everything will or even has to lead to lifelong friend groups forming. She got close connections with Nene, and to a lesser extent Subaru, from her time in Japan, and that's not the worst people to be friends with.
