In Bae's case it actually makes sense. Its busy because she's meant to embody chaos. If you make it simple and orderly then you've failed objective 1 of character design: Make the character look like what its meant to represent.

For example, what you posted wouldn't be "Bae: Rrat of Chaos" it would just be "Bae the redheaded rat girl". Its easier on the eyes but it completely gets rid of the "Chaos" part of her identity.
