Collabs within the vtuber sphere do nothing to vtubing growth. The key here should be cross-community outreach, like tapping other large fanbases and attracting new viewers.

Pretty much this. A corpo collab wouldn't really expand the audience beyond those who are already insterested in vtubers. They'd have to do what everyone on /vt/ feared. They'd have to collab with a male, a real one at that. Also, trying new things. Pretty much the cross-media thing that Hololive is doing but a little more focused instead of being spread apart like what Hololive is doing.

HoloID have collab with NijiID all the time before so they have no reason to refuse NijiEN. Same with HoloJPxNijiJP, the only odd ball is HoloEN & NijiEN. Answer why the Selen x Ollie collab was shot down. Cover lets their Id branch collab with whoever they want. Ollie frequently calls in to holostars has called in to Ironmouse streams and collabs with whoever indie she wants no matter how coomer they are. NijiEN is HoloEN's direct competition on the same platform. The branch and talents are also relatively new, and Cover would be stupid to give spotlight to a new competitor. Additionally (and I know people will shitpost about this), but HoloEN and NijiEN streams are somewhat similar in format.
Comparatively, Vshoujo is not direct competition, as they are on a different platform, their (big, important) talents have been around longer than HoloEN, and their streaming format is widely different than that of HoloEN/NijiEN.

HoloJP-NijiJP and HoloID-NijiID collabs predate HoloEN's existence, and all of those branches are relatively well-known and established in their respective regions by now. When you look at the EN "region", it's dominated by HoloEN - it would be stupid of Cover to put spotlight on their new competition in the same region (NijiEN), especially since they are still not yet an established name. It would make logical business sense for Cover to not put any focus on their new competition.
