here's a quick primer to Reiyu: She's the breakout star of a small company that's called LumiLive and more or less their bread or butter streamer.

Her gig is she's a "Ghost big sister" and is very openly lewd in her humor, but also runs a very comfy and caring community. Her laugh is Selen tier and the biggest filter to if you are going to find her amazing or awful. She does ASMR every monday, Media share every friday, and tuesday-thursday is whatever games she's feeling (usually either rogue likes or Souls games). She also does a somewhat regular lewd club stream where she reads hentai and VNs with her model's tits outs.

Overall I like her a lot, similar to melody she's a balance of wholesome yet lewd that hits a sweet spot.

An indie named Shylily became popular recently because some clipper started showing shit from her streams. People quickly noticed she has a similar accent and mannerisms to veibae and then veibae herself brought it up on one of her streams and claimed that indie was copying her and that it was creepy (this, of course, only increased that indie's popularity). Then yesterday anny shared a message supposedly sent by one of that indie's mods asking anny to appear in some "congratulations on your redebut" video because apparently Shylily is a big fan of her. Anny claimed that she didn't think she was a fan because she didn't follow her and that a lot of other streamers got similar messages, then shat on her for copying vei and stealing anny's jokes (she did the same skit anny had done before).

A twitter account called GenV popped up at the same time as people started adding REDACTED to their names and it had a bunch of indies following it, but that's all.
We never found out if that account and the REDACTED thing were related, we didn't even get any new info about either of them. People speculated about GenV being an agency ran by Nux or associated to him but we never got any confirmation.

The definition was only spred by people who wanted to sicus other non-Vshojo english vtubers that didn't have their own place to talk about on /vt/. Often it's a breakout moment. Getting picked up by a large clipper can quickly turn a vtuber from a 2view into a very successful indie. Getting a big raid from a larger streamer during a good stream and keeping the raiders interested can work too.

I know of two chuubas that match these specific examples. One is honeygoblin, who got clipped and went from 100 average to 1k literally over night. The other is rainhoe, who I hear is a mod for connor and got raided by him after applying for and getting denied partner, then went from a 60 average to a 300-500 average with occasional 1k streams.

For some it happens very quickly. For others it's a long climb.

I think it depends on the indie having already figured out how to entertain an audience (in which chase she just needs exposure to get big) and getting raided by someone with the same style as them.
If you can't entertain a massive audience then even if you get raided by a big streamer, your numbers won't change that much, and the same will happen if you get raided by someone with a different "vibe" from yours (for example, a coomer chat is pretty much worthless for someone who doesn't do coomer content because most of them are unlikely to stick around).
