The onus is definitely on the JP speakers to learn English. Jps in general are pretty lazy, a lot of holoEN can speak JP, why can't JP do the same? Even my oshi Sana, that people like to label as being lazy, is easily able to pick up and speak Japanese. Honestly I don't think the JP branch will ever be able to compete with until they stop being lazy and actually break the language barrier.

It is definitely not worth their time to try and learn english unless they actually want to do something with it after hololive. Average jp viewers are much more valuable than en and the work to become actually capable of being entertaining in english would be much better spent in some other part of their career. You can see it in like lui english only streams she's put in a ton of work but those streams suck and she's so far away from being close to natural.

Subaru can make it work in a holobirds sort of situation but a true english entertaining zatsudon is insanely far for any of them. It's not like haachama even gets much if any of a boost from her english ability. yeah people post on reddit about it but they don't watch much if any of her actual content or give her money so end of the day who fuckin cares

I am not sure what qualifies as otaku culture to you, but there are several conventions in Germany which started out in German+Japanese, with English added as in DigiKomi to also be accessible to foreigners. I don't know about France but I expect everything they do to avoid localization (especially to English) as much as possible. Otaku culture may not be big as in Brazil or Mexico, but it certainly exists to a degree that on some days you can't take a train or go into the city without seeing someone in Cosplay. Don't forget that German also dubs much more than most other non-EFL languages, and some anime is dubbed from an already existing German dub. All of which is to say that the examples you picked are poorly chosen, but I am not really engaged in the conversation (haven't replied since you replied to my single post here) and don't want to challenge what you say about that.
