Apex is declining yes but i don't think it's in free fall mode anymore, at least in JP. The problem with Selen has always been that her staple game is nowhere near as popular in the west as it is in JP and that she can't even leverage that popularity because she can't speak a lick of nihonggo like Bora which means that she can't get invited to events like CR cup. Her play also isn't anywhere near the level of an rpr that the nips would be willing to overlook the language barrier. She also doesn't have a fallback game that she can rely on and her zatsu game just isn't strong enough to carry her. Selen as well as most of the NijiEN girls could very well have already maxed out their potential audience and are just doing their best to consolidate their core.
