The effect right now is based on how much of a vtubers audience watches them and them alone. If they have a lot of overlap with others it's likely a lot of their fans have been flagged in other streams. If they only ever watch Gura then she'll still have a lot of people who are yet to be flagged, but eventually will be if they emote spam.

They can look those all up and reverse all the damage done to those particular accounts. A bot is not going to pay for membership or premium so it's safe to say those aren't bots. Can probably do the same for any verified youtube accounts. However for the average joe that doesn't have any memberships? Not so likely. Of course, the average is able to just flat out make a new account.
