There's no reason to believe that it wasn't already being worked on since before gen 6's debut. Gen 6 was in the back burner for a long time.
All holos received NY outfits on the new year with the exception of gen 4 (who debuted right around the new year) and Nene (who got a redesign) having to wait a year for their turns. They don't look at which holos are successful and decide whether to give them NY outfits.
