Council's lore is also super restraining, which is ironic considering they're meant to represent concepts. Shien being a mafia boss and Oga being a former soldier are just backgrounds that they can develop in their own way and don't completely define their characters. Same thing with Holox, who came with a rather extensive lore but a secret society is much easier to build upon and create banter based on it than "I represent the concept of civilization and I'll proceed to never touch on that subject ever again because management finds it yabai to talk about the history of civilization". And none of them were hyped for an entire month with cryptic lore videos like Council was.
