A lot of those streams are 3D lives, anniversaries and other milestones. And those numbers are really low when compared to anyone from Hololive. Even Choco gets a lot more for her concerts and she is one of the least popular Holos and can't sing at all.
The 30k viewer stream is the most viewers she got ever. And it's her Birthday 3D live with Watame and Nene as featured guests so a lot of people were only watching it because of those two girls.
The 17k viewer stream is her 3rd anniversary 3D live which is also much lower than anyone in Hololive gets for their 3Ds. The only stream that I can find where she was surprisingly high on her own without any event or 3D was a Gundam SEED karaoke from 7 months ago.

AZKi doesn't get the benefit of most Hololive fans watching her events and it clearly shows. It also doesn't help that because she is not actually part of Hololive the other girls constantly stream at the same time as those events instead of trying to promote them.
