Her voice has definitely getting higher, but during her ASMR streams when she can hear herself it drops a bit lower again. I genuinely think she may not be doing it deliberately and her voice just rises when she's talking loud/excited. Her voice has sounded the same for years now so the lisp etc is obviously real but when she talks softer and slower during ASMR she sounds a lot more "normal". I don't doubt she talks like this IRL though, she's mentioned her family watch her streams and told quite a few stories about people thinking she's a literal child on the phone etc.

I don't think it's uncommon for streamers voices to change as they stream more, especially cutesy vtubers. It even happened with Fauna if you can find her old YouTube streams. Shadow lives 100% on the internet so I wouldn't be surprised if this really has become her normal voice (or at least the one she always talks in)

Whilst Shadow would absolutely fit into Hololive, I'm just not sure her content would be as good as it is now. As far as the shit with her old Discord is concerned I think important to consider that she was literally an emotionally unstable teen at the time so its reasonable to cut her some slack.
