That's the problem with using the catch-all term "management" for all the different positions, one needs to differentiate. "Managers" like Jenma or J-Chad are low-level talent relation staff, their work description is actually more like being a glorified personal assistant to their respective girls. They certainly don't do any of the high-level planning, producing or directing, like deciding on lore and whatnot. That's done by upper managers, or to avoid confusion around the same terms, better called producers or directors.

My perception of it is rather that few people in Hololive have anything at all to say about him, and that the talents don't know much either so the absence of good things to say is simply due to lack of connection, as opposed to how much they talk to their managers and inevitably find good things to say about them.
