There are plenty of people who browse more than just the generals. If you want to make a thread to discuss a stream that may not be being talked about, you can just make a thread to talk about it. It would be really easy. Just create a thread, use the Thumbnail image for the stream as the OP, make the subject line the title of the stream, and in the comment, say "This is a thread to discuss so-and-so specific stream". You can make it more verbose than that if you wish, but there's no rule against doing this, and people lurking the Catalog may be interested in watching it with you.

I can't speak for all posters here, but the large amount of people you're speaking of will just follow where the general resides, and you'll be left with the same populous who would ordinarily be posting in those threads you'd make anyways.
