This is bait thread, but I'm going to clarify some things anyway.
HoloX makes a lot of shorter streams + Lui makes a lot of shorts. Both seems to be more effective at catching attention than long-ass grinding streams with long breaks in-between that council is doing. Doesn't help when said long streams are also very boring because they suck at talking.

The JP audience generally have their hands full following their usual vtubers; they do like EN content but only have the bandwidth for clips usually. It takes a consistent content output for them to decide from there that an EN vtuber is worth subbing to.

In EN2, only Bae and Fauna have been consistent enough with their output. And only Owl/Bae/Kronii have been entertaining to be worth watching IMO (though this is personal taste ofc).
Add in the language barrier, and it's natural that clips usually end up being enough where the JOPs are concerned.

If I were to name a single factor it would be that the JP market is an utter shark tank where only the strongest survive. On the EN side of things it's a quasi-monopoly. If it ever gets so bad that NijiEN starts eating into their CCVs etc, things will change.
