Marine sed she made a deal with hololive to have a swimsuit and that was the see through shirt when not wearing the jacket not that she had paid for it. what she did pay for is her new song. I call bs on the no sexy outfits after EN new costumes and other holos new outfits noel got a booba bar maid outfit and a cow girl titty outfit anon. The sexy holos will always get sexy outfits if they want them susan has no power on that because the sexy outfits are part of the character brand. I cant wait to see if mel and choco sensei get new sexy outfits soon.

She could; it's not the first time that a Hololive paid for new rigging, as both Coco and Matusri apparently did just that. Gura easily makes enough money that she could both pay for new rigging and could pay for the best possible rigging out of her own pocket without having to worry about bills or food; hell, if she really wanted to twist the knife against her rigger, she could pay for new rigging for Anya as well without making a dent in her earnings.

The main problem is that this is Gura we're talking about; she's spineless and will not do anything that could be considered "rocking the boat" outside a few snide comments every now and then. She's also gotten this big regardless of her shoddy rigging, so there's likely a mindset of not needing to get new rigging because the people who complained will still watch Gura at the end of the day.

this is a thing ever since susan banned Choco five times during her 3d stream. I think they have relaxed the rulings a little since then, probably thanks to Marine fighting so hard for the swimsuit outfit and Susan not having any issues with her since but it's definitely still a thing that the holo needs to fight for if they want.
