IVs stand for Individual Values and these are determined when pokemon is generated and are fixed, since the Shiny Magikarp will be a wild one and with no tool to help in the process, these will be statistically pretty bad.
EVs on the other hand stand for Effort Value and these are bonus stats handed out every time a pokemon is defeated, the amount of EVs and what stat they increase depend on the defeated pokemon. Magikarp gives +1 Speed EV.
EVs cap at 255. At the very least her Shinx and starter will have max speed, which is good.

Speaking of which, I think the real meaning of 1/4096 is starting to set in. I saw some discussion about mechanics that might boost those odds, but BDSP are fairly faithful remakes of DP, so if we're basing our knowledge on how it was in SwSh, I think we're gonna get some inaccurate results.

88 hours of streaming with no shiny sounds pretty bad, so I guess people are thinking it's a bug. But at one Magikarp every 65 seconds, 88 hours is only about 4900 Magikarps. And at 1/4096 chance each, the chance of success by now is about 70%.

70% is more likely than not, but it'll still be wrong 30% of the time. This nearly unreasonable enough to suspect a bug. You shouldn't leave home without an umbrella if there's only a 30% chance of rain.

The good news is just 4096 more tries (on average). Keep it up, Fubuki! You're (probably) over half way there!
