I think it's just that she didn't develop a strong niche for solo streams (or maybe she did? educate me lads), and the more holos were added the less she stood out among them. I think debuting way ahead of the big hololive incline also compounded the former. That said, there are only two holos that I award the title of Very Cute, and Roboco is one of them.

Gens 2 and 3 were still fresh when the chuuba craze began in early 2020. Gen 4 came out at the end of 2019 too, granted, but Coco's influence caused them to be a bit more outside-the-box in their stream formatting. 2 and 3 represented the traditional pre-normalfag vtubing standard, which was fine and all, until suddenly with the world's eyes turned onto anime girls playing video games, every new generation received more and more hype, and their appeal of being the faces of corpo chuubing wore off.
The rrat part is that they're bitter about becoming much less of the 'face' of a thing THEY were largely responsible for, so they hold it against everyone who's come since.
The exceptions among the early gens are those who are super-reclined and collab with anyone who'll play with them out of desperation to not fade into obscurity (Azki, Mel, Roboco), Shuba (because she's probably the most-stable, non-menhera of Hololive overall and doesn't give a shit about petty squabbling)

This actually upsets me because I actually like many of the indos and eigos (inb4 ywnbj starts screeching at me), and it's like "bro, stop speaking pidgin jap at the JP branch and Collab with other English speakers").
But I THINK it's because ID was specifically meant not to be "HoloEN in all but name" (nevermind that their streams, even solo, are like 75% English for worldwide appeal), I harbor the suspicion Cover were working behind the scenes on Myth even as early as ID1, and they just wanna keep them separated so that IDs can tap into the SEA market as "theirs and theirs alone". The more they feel that branch is "for them", the more likely they'll (fiscally) support them.
