No, he said the opposite. However he also mention that he didn't want to grow the group in such a way that it would fracture the fanbase.

Right now, that still could happen with the clear divide between HoloJP and HoloEN where there is a large number of people (Holos and fans included) that do not speak a common language. The reason it hasn't happened is because Hololive itself is still relatively small and the fanbase makes up for the language barrier by at least translating the interesting parts of each group to the other's language. If they grow the group too large, that may become harder and harder, until both Holos for their own internal divisions and fans are distance from each other due said language barrier.

Sticking (so far) with the "Ayame rule", the cutting point is having at least 4 streams this month
(Sorry Ayame, my darling, you would be #1 with 60006)

1) Kuzuha is hanging for dear life on the Top 10, mostly due to the fact Ayame is not qualifying
