It's interesting because I tend to do the same, but that's because Hololive already takes up a lot of my leisure time. I mostly get NijiEN clips recommended despite never watching them. Might be because some clippers that used to clip holos now get more views from NijiEN viewers since there's so little competition.
So the algorithm definitely pushes NijiEN to holo viewers. But that might the cause of their problem since only people bored of pretty much every holo (maybe 5-10% of the audience) would be interested in learning about an entirely separate group of folks, and the majority of the holofags that don't click on the Nijien clips affects their CTR, bumping them down in the algorithm and them not being pushed as much as time goes on.

That's more of a case of the recent NijiEN clips popping off more than usual.
He usually makes clips from Niji, Hololive, Holostars equally and even some Stars clips became popular equally.
