You can release a cover if you do your own instrumentation and singing (use no audio from the original song) and pay a royalty for the composition.
None of hololive's karas are fair use and I really doubt that any record label allows online streaming of their kara tracks, they are meant for offline parties.

Maybe if the girls commission their own backing tracks and get the licensing in order they can do live performed covers, but the kara tracks they have been using is going to get them got. What we have now is only here for a limited time so enjoy the streams while they are here. Twitch will mute a stream live and it's only a matter of time before Youtube is pressured to do the same.

Twitch doesn't mute live streams, just the vods. Mostly people get away with karaoke on twitch and most of the songs don't even get muted but I think they're careful to avoid original instrumentals in that case. I do agree that Hololive will eventually shit the bed and ban all unarchived though, either because YouTube makes them or they get a live strike from someone.

Just an FYI covers and karaoke are both fair use by all standards of the law and the only reason jewgle and twitch say otherwise is because they get paid to say so.
