The way I see it, Gawr Gura has two speeds:
1. Improving
2. Batting down the hatches and weathering the storm until she can get back to speed 1 again
She's fragile in the sense that almost any setback is liable to get her down. But whenever she's in the clear, she's always making progress in one way or another.
And if it does sometimes seem like she regresses when she's in speed 2, she's right back up when she left off as soon as the storm has passed.
