Probably. They are lacking a megastar when it comes to music views though. Marine is the closes to being that but she isn't near the level of the top singers in Hololive. Gen 2 is also strong but a lot of the strong members stream so infrequently that its hard to compare them (Ayame.....). The only other Gen I would even enter into the conversation is Gen 0 and that is just because of how strong Miko is as a streamer and the absurd music output that Suisei has in addition to being a strong streamer herself. Gen 0 is brought down by the members who aren't Miko or Suisei though

Also for all the schizos I'm only talking about JP. Myth is very strong too. They have a top 5 CCV Holo (Gura) in addition to a music Holo that is just as strong as Suisei (Mori). Had Cover's growth strategy involves anything other than stumbling into success, they should do all they could to push her numbers to the limit. They'll get free PR for days when a bunch of articles/news sites covers the quarterly/yearly market reports for top female streamers are starting to be dominated by Cover's talents.
Add in more sponsorships/deals/partnerships for them when business interns at various marketing agencies notices their performance via those articles and this could be another turning point for Cover to get another shot of growth stateside and even EU.
