Yeah, Cover has essentially backed themselves into a corner with this. They can't cancel the outfit because that would spark massive outrage, but at the same time I have a very hard time seeing any outfit being good enough to justify the 2 year wait. They also can't keep delaying it forever because people are getting more and more impatient and frustrated with them as they keep pumping out new outfits for everyone else.
I think nothing short of a full wardrode with alternate hairstyles and accessories (think Rushia) will be good enough to justify the 2 year wait, and there's no way they'd give something like that to Pekora. No matter which route Cover takes here, people are going to be pissed at them.

This. She gets scared, starts overthinking and then makes bad decisions. This was most evident against Maylene's Lucario. IIRC she used a defense up item when she didn't even need to instead of attacking. If she had just attacked twice in a row she would have cancelled out Lucario's health recovery and beaten it, but because she wasted a turn using the defense up item Lucario recovered too much health. This made the battle a lot harder and dragged out than it needed to be.
Still, Pekora panicking and being frustrated made the battle that much more entertaining to watch, so all's well that ends well.
