I used to read a lot technical defense papers as part of my job. They really do come up with numerous good novel research. This is a border issue extrapolated to the Internet. They view this as people coming from outside of the US to do business and taking the money away to another country (capital flight). It doesn't matter that you do the transaction in USD, JPY, EUR or ARS, what matters is the location of the users and the location of the company.
