The issue is a bit different: the divvies playstyle pays off within the span of weeks. If you have returns of 13.5% compared to your rival's 12.7% you will get ahead... in a month or two.
Basically: it's not solved, but there is a lot of old money in the top of the leaderboard, the percentage difference between "decently competent" and "optimal" are not that high, and because of the previous two reasons it would take a very, very long time to get ahead. This is why it appears to be stagnant.
