That may have been true at one time but biggest issue is how solidified and entrenched the oshi fanbases have become. Its nearly impossible for any of the low rung to escape their tier nowadays no matter how much they reinvent themselves or jazz up their efforts. Towa is the closest thing to a success story and even her average viewership each stream has only gone up at most ~1000-1200 when averaged out.

Can't really tell nowadays whether someone is bland or exciting by their views now, its more a measure of gachikoi loyalty.
