Fanartists made fanarts of popular vtubers (or just their oshis, really), not flashy ones. Kenmochi has a lot of fanarts (and MMDs, and fanmade shitposts), more than other Nijis with flashier designs. He's literally a boy in a school uniform. Ditto for Kanae and Kuzuha.
Even in Holo I'd guess you can correlate fanmade content amount better with a Holo's popularity than the flashiness of their design.
