There's far more risk involved when hiring talent outside of nepotism hires, really. Hollywood is a nothing but nepotism for a reason. Gamers is successful for a reason. It's not out of kindness or familial respect that Cover would take Fubuki's recommendation over an up and coming Twitch VTuber, it's precisely because they want to keep that money flowing, and not hire say, another Nyanners.

It's not a matter of the scouting team's taste being good or trustworthy, it's just that they aren't discarding worthy applicants at random for literally 0 reason and hiring purely on nepotism. Their reasoning for rejection may be flawed, and the talents they pick might be worse than others in a large talent pool, but it's not as if there's 0 logic. Let's take Fauna, she gets hired for ASMR, all other ASMR focused applicants probably going to get rejected now. Selen being rejected is a tragedy but I guess the scouting team was fairly anti apex (no-one in council plays Apex). But it wasn't as if they looked at Sana and thought only nepotism necessary, fuck Selen.

Even if you started late, the people in the company were hired over several years, and when they were indies, you should have wanted to befriend them out of empathy, shared interests or simply wanting to collab. So maybe you don't mesh well with the sort of people the company is looking for and has already hired, you only look out for yourself and don't care about your peers, or you simply weren't good enough in the first place. All of those are good reasons to be rejected.

One rrat was Haachama kinda "spoiled" the designs when she used the Kakage vtuber as her discord avatar and pretended to be her during that one Asacoco episode. but I think the more likely reasons were that Cover did find people that fit the role of the two, but they bailed when their debuts were taking so damn long and fucked off to other companies instead. Another likely reason is that Aloe's graduation shook them and made them paranoid about selecting talents because they don't wanna hire another menhera again. This also probably connects to the fact why we aren't seeing Hololive Gen 6 after more than a year already.

You underestimate the presence of cliques in the entertainment industry. Not cliques as how /vt/ views them, but actual gated friend circles. It's not as simple as walking up to somebody and saying hi. You need to have the right politics, have similar interests, know their friends before you can get to know them. I remember once Ban Hada shot Veibae a friend request for some FPS game on stream when Vei was getting friendly with one of the NijiEN talents, she scoffed and said something like "who the fuck is that?" and rejected her promptly. Are Polka or Luna revolutionary? Both gen 4 and gen 5 had a poach, they aren't the most popular of their gen and never did anything revolutionary. Connections doesn't necessarily mean 'friend cliques'. For many cases its not like they were joined at the hip either, it's that they could communicate publicly as equals, retweeted work and maybe collaborated a few times (if even that - most proof of 'nepotism' is barely more than "their past lives followed each other on Twitter!").

The fact is a lot of those talents WON'T interact with other people as equals, even just on Twitter. The ones who will are types like Zentraya who YOU personally don't want to associate with. It always causes a shitstorm on this board when a Hololive talent follows somebody outside of the company on Twitter for a reason. VTubers, especially big corpo ones tend to be very incestuous in a sense and stick to their own. And what you said about Vei is true - why would she know who Hada or Bobon are? They speak different languages, they're not even on her radar. The thing is that in and of itself shows that good communication and entertainment skills in and of themselves are not enough. You can't just hit somebody up in their DMs if they hit the block button when you do, you get judged for petty reasons - most often this is politics, but in this case it's a difference in country representation - and you're walled off from making those connections in the first place. And the viewership matter is another issue altogether. Much like you need experience to get a job but you need a job to get experience, you need views to get connections but you need connections to get views. Maybe in the early days when VTubing wasn't oversaturated and you didn't have tens of thousands of VTubers to choose from you could gain a following from nothing, but nowadays that's not the case. Don't get me wrong, I'm sure with enough talent you could keep a couple dumpster diving anons around starting with no connections. But big VTuber companies nowadays look at numbers first, Mumei's PL being a prime example of this - if you don't have a decent-sized following beforehand you're not gonna make it. If you don't have a decent-sized following you can't been seen as an equal by those people you need to make connections with, and even the best entertainers can't grow. It's far more complex an issue than "dude just be better at your job lmao".

All this boils down to you implying that because there might be a hypothetical jewel of a vtuber in the barrel of 2views, that couldn't grow their own following and couldn't make any friends with anyone else in the scene, scouts should still evaluate them as seriously because...they have an incredibly sexy voice which somehow also didn't retain anyone over their entire streaming career? They said exactly the correct things to convey a staggering, encyclopedic knowledge of weeb culture without actually discussing it? Every single sentence that comes out of their mouth is so laden in meaning that they would capture multiple demographics effortlessly? Heuristics exist for a reason. Honestly, it's more likely that the first round is only to weed out undesirables more than to select for people who catch their eye, because a short video is hardly going to set you apart so much that scouts will pick their jaws off the floor.
Obviously no one can say that they definitively picked the absolute best fit from the pool. But to them they picked the best fit they could justify internally. If the only thing your scout can write on the 2view's list, sitting next to someone with massively more experience, viewers, and connections, is a subjective "You know what, I just feel like she's better", that's not very convincing.
