Actually contact TeamYT as a company and try and get them to implement the shit they put on Coco's channel sooner. TBF to Cover, we don't know if they DID or not, but if they didn't then that's on them for not helping Coco out. Then roll that shit out onto other channels and quash the bug menace sooner.
As for what to do internally? It's rough because they're Japanese, and the mentality of minimizing risk is very high whereas Coco was far more at comfort in pushing boundaries.
Between Taiwan yab and Asacoco suicide forest joke, management was in an adversarial position to Coco, and that's...well, it's not good, for both parties. There's likely a lot of power-tripping middle-management in there too that made making meaningful changes very difficult until Coco announced her graduation.

TL;DR
Try and get YT to fast-track the anti-spam measures that were eventually put on Coco's channel, and push that out to everyone.
Bitchslap whoever kept blocking Coco from collabing with EN, and let her do it. With anti-spam filters in place, the risk is mitigated.
Try and fix the issues between Coco and management, but this one is probably the hardest to 'fix' because issues built up over months can't just be easily resolved overnight unless its literally just one fucker screwing things up.
