It's not incredibly common, but you can pretty much guarantee that it'll happen... So long as the streamer has a solid, active, fanbase before they start.
Best examples of this would be artists on twitter who start livestreaming the production, or ASMR makers from youtube.

Twitch will look at your numbers on other sites and bring them into consideration, especially if you're new.

Taking a (stupid) example, think on if Holo migrated to Twitch. They'd bring their entire fanbase, who'd all watch them, and have the clout to make it happen probably in the first application.

I like to make sure I am in a very good state of mind when I respond to people I am fond of, since I really like to send long messages! If I am depressed or anxious, I have trouble being sincere. There are people I have tried to reply to daily that I feel guilty about because my mindset is still too poor, and that is why it takes me a while to reply sometimes.
